Among the factors that affect maintained footcandles is fixture efficiency. A fixture with low efficiency traps the lamp lumens inside the fixture. This could be a function of reflector design or lens type.
Additional factors concern light loss -- such as lamp lumen depreciation, luminaire dirt depreciation and ballast factor.
